The release notes two key loopholes the Government has written into the Bill, enabling Australian troops to actively assist the USA in the use of cluster bombs and which also explicitly permit the USA to stockpile its cluster bombs on Australian soil. Cluster bomb legislation: "Sock" flyer, November 2011
A flyer designed by a coalition of peace groups including MAPW, active against the use of cluster bombs. The flyer is to be sent to Stephen Smith, Minister for Defence, protesting against proposed legislation on cluster bombs, which could see Australia supporting US use of cluster bombs and the stockpiling of such weapons within Australia. It is suggested that a sock be included as a reminder of the effect of cluster munitions.

Cluster Munitions bill 2010: MAPW submission to Australian Senate inquiry
MAPW's submission to the Australian Senate's Foreign Affairs, Defence and Trade Legislation Committee’s inquiry into the Criminal Code Amendment (Cluster Munitions Prohibition) Bill 2010. The submission covers areas of the bill that we believe are noteworthy and should be retained, as well as areas that cause great concern. MAPW urges the Committee to interpret Australia’s obligations under the Convention on Cluster Munitions in a robust manner aimed at protecting and enhancing the health and wellbeing of innocent civilians and urges the Committee to amend those sections of the bill, that currently undermine the whole purpose of the Convention.
MAPW urges Cambodia to join cluster bomb treaty: June 2009
2 June 2009: This letter from MAPW President Sue Wareham urges Cambodia to join the 96 countries from around the world that have signed the Convention on Cluster Munitions. Dr Wareham describes this comprehensive international ban on cluster munitions as "the most important humanitarian and disarmament treaty of the last decade, requiring each country to destroy its stockpiles of this weapon within eight years." Similar letters were sent to the governments of Thailand and Viet Nam and to the ambassadors to Australia, of each country.

New treaty bans worst types of cluster munitions
In Dublin between 19 May and 28 May, 110 governments negotiated a new international treaty, the Convention on Cluster Munitions, that will ban cluster munitions that “cause unacceptable harm to civilians”. The treaty bans all the cluster munitions that have been extensively used. Cluster munitions: write a letter to the Australian government - April 2008
An international treaty to ban cluster bombs will be negotiated in Dublin on 19 – 30 May 2008. Australia is among a group of countries seeking to "water down" this important treaty in several significant ways. MAPW deplores the recommendation of the Senate Standing Committee on Foreign Affairs, Defence and Trade not to support a ban on cluster munitions, adding that the this flies in the face of growing international concern of the terrible humanitarian costs of these weapons.
Cluster bombs: the case of Lebanon. MAPW: Drs Mukhtar and Wareham - 2007
This 2007 MAPW report was written by MAPW doctors Hadia Mukhtar and Sue Wareham, with Phillip Salem from Australians for Lebanon. It documents the terrible legacy of cluster bombs in southern Lebanon as a result of the 2006 war, and makes recommendations for Australian action both to assist the survivors, and to prevent the use of these weapons in the future.
